Martin Atkins b37b1beddd core: Minimal initial implementation of -replace=... option
This only includes the internal mechanisms to make it work, and not any
of the necessary UI changes to "terraform plan" and "terraform apply" to
activate it yet.

The force-replace options are ultimately handled inside the
NodeAbstractResourceInstance.plan method, at the same place we handle the
similar situation of the provider indicating that replacement is needed,
and so the rest of the changes here are just to propagate the settings
through all of the layers in order to reach that point.

Martin Atkins 89f986ded6 command+backend: generalized "plan mode"
So far we've only had "normal mode" and "destroy mode", where the latter
is activated either by "terraform plan -destroy" or "terraform destroy".

In preparation for introducing a third mode "refresh only" this
generalizes how we handle modes so we can potentially deal with an
arbitrary number of modes, although for now we only intend to have three.

Mostly this is just a different implementation of the same old behavior,
but there is one small user-visible difference here: the "terraform apply"
command now accepts a -destroy option, mirroring the option of the same
name on "terraform plan", which in turn makes "terraform destroy"
effectively a shorthand for "terraform apply -destroy".

This is intended to make us consistent that "terraform apply" without a
plan file argument accepts all of the same plan-customization options that
"terraform plan" does, which will in turn avoid us having to add a new
alias of "terraform plan" for each new plan mode we might add. The -help
output is changed in that vein here, although we'll wait for subsequent
commit to make a similar change to the website documentation just so we
can deal with the "refresh only mode" docs at the same time.

Martin Atkins c6a7d080d9 core: Generalize the idea of a "plan mode", vs just destroy flag
Previously there were only two planning modes: normal mode and destroy
mode. In that context it made sense for these to be distinguished only by
a boolean flag.

We're now getting ready to add our third mode, "refresh only". This
establishes the idea that planning can be done in one of a number of
mutually-exclusive "modes", which are related to but separate from the
various other options that serve as modifiers for the plan operation.

This commit only introduces the new plans.Mode type and replaces the
existing "destroy" flag with a variable of that type. This doesn't cause
any change in effective behavior because Terraform Core still supports
only NormalMode and DestroyMode, with NewContext rejecting an attempt to
create a RefreshMode context for now.

It is in retrospect a little odd that the "destroy" flag was part of
ContextOpts rather than just an argument to the Plan method, but
refactoring that would be too invasive a change for right now so we'll
leave this as a field of the context for now and save revisiting that for
another day.

Alisdair McDiarmid 2d1976bbda clistate: Update clistate.Locker for command views
The clistate package includes a Locker interface which provides a simple
way for the local backend to lock and unlock state, while providing
feedback to the user if there is a delay while waiting for the lock.
Prior to this commit, the backend was responsible for initializing the
Locker, passing through direct access to the cli.Ui instance.

This structure prevented commands from implementing different
implementations of the state locker UI. In this commit, we:

- Move the responsibility of creating the appropriate Locker to the
  source of the Operation;
- Add the ability to set the context for a Locker via a WithContext
  method;
- Replace the Locker's cli.Ui and Colorize members with a StateLocker
  view;
- Implement views.StateLocker for human-readable UI;
- Update the Locker interface to return detailed diagnostics instead of
  errors, reducing its direct interactions with UI;
- Add a Timeout() method on Locker to allow the remote backend to
  continue to misuse the -lock-timeout flag to cancel pending runs.

When an Operation is created, the StateLocker field must now be
populated with an implementation of Locker. For situations where locking
is disabled, this can be a no-op locker.

This change has no significant effect on the operation of Terraform,
with the exception of slightly different formatting of errors when state
locking or unlocking fails.

Alisdair McDiarmid a7b7cd29fc cli: Migrate Terraform UI hook to command views
Move the code which renders Terraform hook callbacks as UI into the
views package, backed by a views.View instead of a cli.Ui. Update test
setup accordingly.

To allow commands to control this hook, we add a hooks member on the
backend Operation struct. This supersedes the hooks in the Terraform
context, which is not directly controlled by the command logic.

This commit should not change how Terraform works, and is refactoring in
preparation for more changes which move UI code out of the backend.

terraform: remove state from `validate` graph walk (#26063)
This pull reverts a recent change to backend/local which created two context, one with and one without state. Instead I have removed the state entirely from the validate graph (by explicitly passing a states.NewState() to the validate graph builder).

This changed caused a test failure, which (ty so much for the help) @jbardin discovered was inaccurate all along: the test's call to `Validate()` was actually what was removing the output from state. The new expected test output matches terraform's actual behavior on the command line: if you use -target to destroy a resource, an output that references only that resource is *not* removed from state even though that test would lead you to believe it did.

This includes two tests to cover the expected behavior:

TestPlan_varsUnset has been updated so it will panic if it gets more than one request to input a variable
TestPlan_providerArgumentUnset covers #26035

* unlock the state if Context() has an error, exactly as backend/remote does today
* terraform console and terraform import will exit before unlocking state in case of error in Context()
* responsibility for unlocking state in the local backend is pushed down the stack, out of backend.go and into each individual state operation
* add tests confirming that state is not locked after apply and plan

* backend/local: add checks that the state is unlocked after operations

This adds tests to plan, apply and refresh which validate that the state
is unlocked after all operations, regardless of exit status. I've also
added specific tests that force Context() to fail during each operation
to verify that locking behavior specifically.

James Bardin 3cf84bb3f9 don't add state to the validate context
The validate command should work with the configuration, but when
validate was run at the start of a plan or apply command the state was
inserted in preparation for the next walk. This could lead to errors
when the resource schemas had changes and the state could not be
upgraded or decoded.

backend/local: release lock if there is an error in Context() (#25427)
* command/console: return in case of errors before trying to unlock remote
state

The remote backend `Context` would exit without an active lock if there
was an error, while the local backend `Context` exited *with* a lock. This
caused a problem in `terraform console`, which would call unlock
regardless of error status.

This commit makes the local and remote backend consistently unlock the
state incase of error, and updates terraform console to check for errors
before trying to unlock the state.

Martin Atkins 8664749b59 backend: Allow certain commands to opt out of required variable checks
Terraform Core expects all variables to be set, but for some ancillary
commands it's fine for them to just be set to placeholders because the
variable values themselves are not key to the command's functionality
as long as the terraform.Context is still self-consistent.

For such commands, rather than prompting for interactive input for
required variables we'll just stub them out as unknowns to reflect that
they are placeholders for values that a user would normally need to
provide.

This achieves a similar effect to how these commands behaved before, but
without the tendency to produce a slightly invalid terraform.Context that
would fail in strange ways when asked to run certain operations.

Martin Atkins e21f0fa61e backend/local: Handle interactive prompts for variables in UI layer
During the 0.12 work we intended to move all of the variable value
collection logic into the UI layer (command package and backend packages)
and present them all together as a unified data structure to Terraform
Core. However, we didn't quite succeed because the interactive prompts
for unset required variables were still being handled _after_ calling
into Terraform Core.

Here we complete that earlier work by moving the interactive prompts for
variables out into the UI layer too, thus allowing us to handle final
validation of the variables all together in one place and do so in the UI
layer where we have the most context still available about where all of
these values are coming from.

This allows us to fix a problem where previously disabling input with
-input=false on the command line could cause Terraform Core to receive an
incomplete set of variable values, and fail with a bad error message.

As a consequence of this refactoring, the scope of terraform.Context.Input
is now reduced to only gathering provider configuration arguments. Ideally
that too would move into the UI layer somehow in a future commit, but
that's a problem for another day.

Kristin Laemmert 67aa944166 backend/local: decode variables with cty.DynamicPseudoType
Variables values are marshalled with an explicit type of
cty.DynamicPseudoType, but were being decoded using `Implied Type` to
try and guess the type. This was causing errors because `Implied Type`
does not expect to find a late-bound value.

Martin Atkins c5940f2438 backend/local: Increase log verbosity for backend context construction
There are several steps here and a number of them can include reaching out
to remote servers or executing local processes, so it's helpful to have
some trace logs to better narrow down causes of errors and hangs during
this step.

Martin Atkins a6f399517b backend/local: reinstate additional steps in plan file processing
In earlier refactoring we skipped implementing prior state safety checks,
propagating the target addresses from plan, and verifying that all of
the providers are exactly the same from the plan being created.

This change reinstates those checks, including a new error message for
the "stale plan" situation.

Martin Atkins a3403f2766 terraform: Ugly huge change to weave in new State and Plan types
Due to how often the state and plan types are referenced throughout
Terraform, there isn't a great way to switch them out gradually. As a
consequence, this huge commit gets us from the old world to a _compilable_
new world, but still has a large number of known test failures due to
key functionality being stubbed out.

The stubs here are for anything that interacts with providers, since we
now need to do the follow-up work to similarly replace the old
terraform.ResourceProvider interface with its replacement in the new
"providers" package. That work, along with work to fix the remaining
failing tests, will follow in subsequent commits.

The aim here was to replace all references to terraform.State and its
downstream types with states.State, terraform.Plan with plans.Plan,
state.State with statemgr.State, and switch to the new implementations of
the state and plan file formats. However, due to the number of times those
types are used, this also ended up affecting numerous other parts of core
such as terraform.Hook, the backend.Backend interface, and most of the CLI
commands.

Just as with 5861dbf3fc49b19587a31816eb06f511ab861bb4 before, I apologize
in advance to the person who inevitably just found this huge commit while
spelunking through the commit history.

Martin Atkins c937c06a03 terraform: ugly huge change to weave in new HCL2-oriented types
Due to how deeply the configuration types go into Terraform Core, there
isn't a great way to switch out to HCL2 gradually. As a consequence, this
huge commit gets us from the old state to a _compilable_ new state, but
does not yet attempt to fix any tests and has a number of known missing
parts and bugs. We will continue to iterate on this in forthcoming
commits, heading back towards passing tests and making Terraform
fully-functional again.

The three main goals here are:
- Use the configuration models from the "configs" package instead of the
  older models in the "config" package, which is now deprecated and
  preserved only to help us write our migration tool.
- Do expression inspection and evaluation using the functionality of the
  new "lang" package, instead of the Interpolator type and related
  functionality in the main "terraform" package.
- Represent addresses of various objects using types in the addrs package,
  rather than hand-constructed strings. This is not critical to support
  the above, but was a big help during the implementation of these other
  points since it made it much more explicit what kind of address is
  expected in each context.

Since our new packages are built to accommodate some future planned
features that are not yet implemented (e.g. the "for_each" argument on
resources, "count"/"for_each" on modules), and since there's still a fair
amount of functionality still using old-style APIs, there is a moderate
amount of shimming here to connect new assumptions with old, hopefully in
a way that makes it easier to find and eliminate these shims later.

I apologize in advance to the person who inevitably just found this huge
commit while spelunking through the commit history.

Martin Atkins 5782357c28 backend: Update interface and implementations for new config loader
The new config loader requires some steps to happen in a different
order, particularly in regard to knowing the schema in order to
decode the configuration.

Here we lean directly on the configschema package, rather than
on helper/schema.Backend as before, because it's generally
sufficient for our needs here and this prepares us for the
helper/schema package later moving out into its own repository
to seed a "plugin SDK".

Martin Atkins bd10b84a8e command/format: include source snippets in diagnostics
If we get a diagnostic message that references a source range, and if the
source code for the referenced file is available, we'll show a snippet of
the source code with the source range highlighted.

At the moment we have no cache of source code, so in practice this
codepath can never be visited. Callers to format.Diagnostic will be
gradually updated in subsequent commits.

James Bardin e9a76808df create clistate.Locker interface
Simplify the use of clistate.Lock by creating a clistate.Locker
instance, which stores the context of locking a state, to allow unlock
to be called without knowledge of how the state was locked.

This alows the backend code to bring the needed UI methods to the point
where the state is locked, and still unlock the state from an outer
scope.

Provide a NoopLocker as well, so that callers can always call Unlock
without verifying the status of the lock.

Add the StateLocker field to the backend.Operation, so that the state
lock can be carried between the different function scopes of the backend
code. This will allow the backend context to lock the state before it's
read, while allowing the different operations to unlock the state when
they complete.

Martin Atkins ba0514106a return tfdiags.Diagnostics from validation methods
Validation is the best time to return detailed diagnostics
to the user since we're much more likely to have source
location information, etc than we are in later operations.

This change doesn't actually add any detail to the messages
yet, but it changes the interface so that we can gradually
introduce more detailed diagnostics over time.

While here there are some minor adjustments to some of the
messages to improve their consistency with terminology we
use elsewhere.

James Bardin a1727ec4c2 Add warning to mismatched plan state
Forward-port the plan state check from the 0.9 series.
0.10 has improved the serial handling for the state, so this adds
relevant comments and some more test coverage for the case of an
incrementing serial during apply.

James Bardin 5be15ed77c have the local backend provide a plugin init msg
During plan and apply, because the provider constraints need to be built
from a plan, they are not checked until the terraform.Context is
created. Since the context is always requested by the backend during the
Operation, the backend needs to be responsible for generating contextual
error messages for the user.

Instead of formatting the ResolveProviders errors during NewContext,
return a special error type, ResourceProviderError to signal that
init will be required. The backend can then extract and format the
errors.

This is a simple fix to output warnings. I originally forgot to do this
since the local backend didn't have a CLI UI at the time. It does now so
