website: remove legacy provider docs index (#29134)
* website: Update or remove references to legacy provider docs

We've finally evicted the last of the legacy provider docs from terraform.io!
Let's celebrate by purging all memory of them.

The 0.11 docs are now so thoroughly legacy that I don't believe they need a new
destination for their provider links, so I just removed those.

* website: remove old provider docs index

This will require a redirect in the terraform-website repo.

* Apply suggestions from code review

Nick Fagerlund 8cfcd82be3 website: Language: Remove several ghost pages, update links
During the language/CLI docs reorg, we noticed several pages that were no longer
viable; some were redundant, some useless, and some just very obsolete.

Since we were trying to avoid breaking links at the time, we opted to remove
them from the navs and leave them as "ghost pages" — still accessible, but not
findable.

This commit finally cleans these ghosts up and updates any remaining links to
relevant modern pages. Bustin' makes me feel good. 👻🚫

Nick Fagerlund 85d477aee9 website: Fix numerous links with redirects or broken anchors
These links largely still go somewhere useful, but they have some kind of issue
revealed by our new link checker:

- Some of them point to a stale URL that redirects, and can be updated to the
  new destination.
- Some of them point to anchors that don't exist (anymore?) in the destination.
- Some of them end up redirecting unnecessarily due to how the server handles
  directory URLs without trailing slashes. Sorry, I know that's pointless, just,
  humor me for the time being so we can get our CI green. 😭

In a couple cases, I've added invisible anchors to destination pages, either to
preserve an old habit or because the current anchors kind of suck due to being
particularly long or meandering.

This commit intentionally leaves the indexes of provider docs alone, to avoid
merge conflicts when we delete those.

Nick Fagerlund 3aa909ac6e website: Update URLs and name references for Terraform Cloud rebrand
The Terraform Enterprise brand has now been split into two parts:

- Terraform Cloud is the application that helps teams use Terraform together,
  with remote state storage, a shared run environment, etc.
- Terraform Enterprise is the on-premise distribution that lets enterprises run
  a private instance of the Terraform Cloud application.

The former TFE docs have been split accordingly.

website: Simplify wording for split built-in function (#20803)
The definition of split was referring the built-in function join. However, join is just one of the ways a string might have been created, and this could cause confusion.

website: Expand output values docs (#20790)
For 0.11 I just specified the naming rules; for 0.12, I added some info about
referencing values and tightened up the layout of the optional arguments.

This commit also syncs up descriptions of `depends_on`.

Nick Fagerlund 34e90ff3c1 website: Fix broken links to modules/usage and modules/create
As part of this, I'm copying the entire text of the 0.12
docs/configuration/modules.html page into docs/configuration-0-11/modules.html —
some of the 0.11 pages needed to be able to link to the moved content, I
didn't want to jump versions jarringly, and a close reading didn't reveal
anything in there that's inaccurate for 0.11.

Nick Fagerlund a9bcc0fe06 website: Fix sidebar nav links and 'sidebar_current' IDs for 0.11 docs
Because of the different possibilities for arranging the nav sidebars, we want
to make sure:

- IDs for the 0.11 and 0.12 language docs have a common prefix.
- That prefix is not the exact string `docs-config`.

Have I mentioned before that I really dislike this prefix matching behavior.

Nick Fagerlund 11cfdf3b67 website: Add 0.11 configuration language docs (WIP)
This is a non-working commit, because a bunch of links (including the sidebar
nav) are broken. Using a transition commit like this makes it easier to see the
changes necessary to get this content woven into the site.
