Setting the idle_timeout_in_minutes value of the azurerm_public_ip
resource always caused a panic.
This fixes it and adds a test to actually test that particular
attribute.

This commit adds support for `source_ids` to be updated rather than
forcing new each time. Unfortunately, it must range over the difference
in the source_ids and add and remove them 1 at a time. AWS does not
support batch updating source_ids

- Minor update to remove some posisbly confusing discussion about
pre 0.7 seperate binaries for plugins, and link to internal
plugins section for more clarification of how plugins are
handled in 0.7+.
This commit adds a function which composes a series of TestFuncs, but
will run all tests before returning an error, unlike ComposeTestFunc.
This is useful when verifying contents of state in acceptance tests and
it is desirable to see all the failing cases in one run for slow
resources.
